SOUTH BEND — Daniel Herbster, a 27-year-old law student and former candidate for state representative, is the newest member of St. Joseph County Council.

By way of caucus vote, county Republicans today elevated the Centre Township man to the seat previously held by Republican Dennis Schafer, who retired at the end of December.

...

His immediate priorities, he said, include "trying to make St. Joseph County a place people want to do business in and keeping taxes low."

Specifically, he said he wants the council to revisit an ordinance passed last year that places conditions on companies seeking tax abatements longer than three years. As it stands, the ordinance amounts to "a giant sign at the county border that says, ‘No businesses wanted,' " he said.

Also, he plans to push for redistricting, he said, since current boundaries leave rural residents with little representation on the council.
